# The Contested Census Hearing — Willowbank Public Proceedings
## The Second Register Petition and the Right to Be Counted

**Status:** Author-approved Willowbank civic event and record of proceedings. This record is a fictional archival reconstruction; the numbers are author-accepted **working estimates**, not a certified final census. The fictional vote recorded below supports a second survey; it does **not** retroactively declare 9,600 individually verified or resolve all property and ancestry questions.

### The discrepancy that brought the hearing

Willowbank's current baseline estimates **9,600 permanent residents**, of whom **8,940** are traceable by name through the surviving compilation and an estimated **660** are omitted, mobile or otherwise difficult to register. The 660 are **included**, not added, in the 9,600 planning total. Approximate households: **2,400**. Seasonal outside visitors: **450–1,100 extra**, not included in the permanent-population total. The seven **primary chosen** ancestry categories sum to 100%; they are voluntary reporting categories, not proof that six lineages and a mixed category describe every form of person in Avarun.

The crisis began when an administrative wall notice copied the total but printed uncertainty and correction methods too faintly. Households discovered they could lose rescue eligibility or tenant representation without disappearing from Willowbank's actual streets.

### Location, witnesses, and documented disagreements

**Location:** public room adjoining Lantern Square, with an adjoining open door for late-watch workers. **Date:** the present Lone Moon Era, before the next major seasonal rise; no exact year is fixed by the source. This follows the Sundering, Missing Light, War of Severed Crowns and earlier Willowbank flood cases.

- **Town Speaker Irena Dalis** calls the hearing and requires the published estimate to display uncertainty as prominently as the total. Spouse Oren's ferry links mean Irena recuses from ferry contract awards.
- **Chief Recorder Evin Hal** recognizes copying failures, proposes one-person/one-place counting, corrected household records and independently auditable sealed cases. He does not possess a magic truth sensor.
- **First Ferry Delegate Sella Nine-Reeds** documents floating homes, children listed only as fare passengers and rescue without identification; demands enumerator wages.
- **Watch Captain Rema Voss** shows how false descriptions of empty moorings misallocate lantern oil, blankets and crews during flooding.
- **Lockwarden Brann Dorrel** insists survey estimates cannot command impossible labor or bypass the Five Laws; stresses engineering inspection and a clause against ancestry-based skill appointments.
- **Keeper Veyna Osrel** and **glassworker Ilyen Osrel** jointly reject a compulsory religious-affiliation column. Their competing beliefs about the river's face do not affect civic standing.
- **House Avenel delegate Loran Avenel** (new original fictional voice) challenges double counting and tax consequences. His objections are credible even where his company's commercial interests are implicated; he secures public auditing of survey costs rather than veto power over registrants.
- **Ada Merrow** (new testimony account) demonstrates that forms changed her chosen ancestral label without her consent. Her identity is her own; her body did not change when a clerk changed a box.
- **Bera, a fish-kitchen tenant** (fictional pseudonym) offers an oil receipt and children's possessions to prove a loft lacking its own exterior door remains a home. Exact shelter address is sealed to prevent retaliation.
- **A silent Changed traveler** offers a marked stone. This is a personhood and civic standing question, not proof that every creature called a monster is sapient, nor evidence that silence implies lack of reason.

### The proposed Second Register Charter

The public hearing records a recommendation for an **independent second count**, pending formal funding and adoption by authorized delegates. Its proposed safeguards are:

1. Register people where they ordinarily live, including boats, lofts and shared homes, with independent appeals for children moving between households; keep a person in only one aggregate count.
2. Give residents optional voluntary ancestry self-description, including multiple / unreported, without assigning species or residence from appearance, ears, skin patterns, magic specialty or worship. Do not collect compulsory religion or presumed IQ/EQ.
3. Protect sealed vulnerable addresses with split custodians and publish only aggregate counts of corrections. Residents can challenge an error without public exposure.
4. Do not condition emergency rescue, urgent care or temporary shelter on a name already being on the roll.
5. Pay ferry workers and enumerators, audit the cost, protect ordinary skills-based craft certification and keep the Old Lock inspections independent of the headcount.
6. Publish the old and new numbers and their confidence limits side by side; count changes may move **up or down**. The estimate of 660 unrecorded is not a list of 660 verified people and does not automatically become new tax revenue.

**Actual outcome of the hearing:** the town agrees to publicly circulate the charter and receive written objections before formal council adoption. Rescue obligations are reiterated. **It has not completed a second census, certified a new total, reallocated permanent council representation or settled the petitions' personal histories.** This deliberately gives stories consequences and space to unfold rather than magically resolving disagreement.

### Causal stakes and daily life

A census error changes allocated ferry wages and night-watch blankets; it can close a door to schooling or make a tenant invisible in flood planning. Conversely, counting temporary visitors as permanent residents could inflate budget claims and impose disputed taxes. A child changing households must not be asked which adult or ancestral lineage is real. Seasonal migration, older baptism registers, domestic violence shelters and floating moorings demand careful confidentiality. Race-specific sensory tendencies may matter to a worker's equipment but never excuse discrimination or replace individual certification.

### Competing perspectives preserved

Avenel fears unfunded services and spurious household registrations; Sella fears the moral cost of an emergency boat leaving an uncounted child; Evin fears an unverifiable aggregate; Rema fears a rescue roster based on tax estates rather than actual bodies; protected tenants fear address publication; multi-lineage families fear forms prescribing their identities. No faction owns the entire truth. Civic safeguards must be measurable and appealable.

### Chronology, crosslinks and classification

- **Before Sundering:** humans and dragon polities documented; ancient exact ethnic categories unspecified. No contemporary form proves a divine cause.
- **Current Willowbank:** the working 9,600 model remains recorded in `data/willowbank-census.json`, now author-accepted for planning, not an actual certified census.
- **Moonwake:** the Seven Laws remain five, and a clerk's count is not a magical test. Neither Lunareth nor Nayara intervenes to settle the court record.
- **Literary version:** `data/willowbank/contested-census-hearing.json` is a complete seven-chapter novelistic reconstruction. Specific dialogue, young clerks, witnesses and evidence scenes are original fiction, not proof of an unrecorded real narrator.

### Automatic lore review and practical recommendations

**Fits:** Builds on the approved Riverleague charter polity, nine districts, families, contested property rolls, flood politics and an already accepted planning demographic baseline. Does not promote a claimant to king or overrule existing history.

**Adds depth:** Gives population numbers an ethical and material cost, separates identity from eligibility, gives merchants a credible counterargument, and connects household registers to actual rescue infrastructure.

**Recommended improvements:** **(1) Strongest:** follow-up audit casebook with dated redacted corrections and opposing signoffs; improves evidence and makes future population revision believable. **(2)** seasonal maps of floating moorings and rescue lanes; grounds budget disputes spatially without changing the approved painted map. **(3)** school-access hearing about families who move twice yearly; brings a young person's perspective and future character potential.
